The term 'Report State' as it applies to the area of energy can be defined as ' The State, including adjacent offshore continental shelf areas in the Federal domain, in which a company operated natural gas gathering, transportation, storage, and/or distribution facilities or a synthetic natural gas plant covered by the individual report'.
